Beckley man receives over nine-year sentence for fentanyl distribution conspiracy

A Beckley resident, Justin Scott Keyes, 37, has been sentenced to nine years and two months in federal prison for his role in a fentanyl distribution conspiracy. Following his release from prison, he will serve three years of supervised release.

Court documents show that between October 2024 and January 2025, Keyes conspired with his wife, Leann Marie Keyes, to sell fentanyl in the Southern District of West Virginia. As part of his guilty plea, Keyes admitted to selling a total of 12.34 grams of fentanyl on four occasions to a confidential informant. He conducted these sales at his residence in Beckley while his wife coordinated communications with the informant before each transaction.

Law enforcement executed a search warrant at the couple’s home on January 29, 2025. Officers seized two pistols: a Ruger model EC9s 9mm and a Taurus model G3c 9mm. Keyes acknowledged ownership of both firearms and stated that he had traded drugs for them.

Leann Marie Keyes pleaded guilty to conspiracy to distribute fentanyl on September 17, 2025. Her sentencing is scheduled for March 6, 2026.

United States Attorney Moore Capito announced the sentence and recognized the investigative efforts by the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) along with the Beckley/Raleigh County Drug and Violent Crime Unit. This unit includes officers from the West Virginia State Police, Raleigh County Sheriff’s Office, and Beckley Police Department.

Chief United States District Judge Frank W. Volk presided over the case. Assistant United States Attorney Lesley C. Shamblin prosecuted.
