The Chair, on behalf of the President pro tempore, pursuant to the provisions of Public Law 99-591, as amended by Public Law 102-221, appoints the following member of the United States Senate for appointment as a Senate Trustee to the James Madison Memorial Fellowship Foundation: The Honorable Joe Manchin III of West Virginia.
