U.S. Attorney Moore Capito to address media after sex trafficking conspiracy sentences

United States Attorney Moore Capito is set to hold a press conference on Monday, February 9, 2026, following the sentencing hearings for Tiwan Robert Bailey and Carrie Roy. The event will take place at 1:00 p.m. at the Robert C. Byrd U.S. Courthouse in Charleston.

Bailey faces sentencing on multiple charges, including three counts of sex trafficking by force, fraud or coercion, one count of sex trafficking of a minor, one count of conspiring to commit sex trafficking of a minor, and one count of obstruction of justice. Roy is scheduled to be sentenced for one count each of sex trafficking of a minor and conspiring to commit sex trafficking of a minor.

Both individuals were convicted by a federal jury on September 29, 2025, after a five-day trial. Bailey is also known as “Quick,” age 49, and Roy is also known as “Carrie Ash,” age 52; both are from Charleston.

The press conference will proceed only if the sentencing hearings conclude as planned earlier that day at 10:00 a.m. and 11:00 a.m.
