West Virginia Department of Health highlights EMS protocol updates and rural health transformation plans

The West Virginia Department of Health (DH) has released an update highlighting its major achievements in 2025, focusing on improvements in government efficiency, program operations, and public health response.

“2025 was a prosperous year defined by growth, purpose, and resilience,” said Secretary of Health Dr. Arvin Singh. “We set ambitious goals for our department, and that drive has translated into meaningful differences for all West Virginians.”

Among the department’s accomplishments this year, the Office of Emergency Medical Services carried out the most comprehensive updates to EMS protocols in over two decades. These changes expanded provider capabilities and brought them in line with national best practices. As a result, first-time pass rates reached their highest level in program history. The office also broadened its statewide whole blood program to deliver critical support to patients in emergency situations.

In forensic services, 64 decedents were identified using DNA analysis through efforts led by the Forensic Investigative Genetic Genealogy Commission—a partnership between the Office of the Chief Medical Examiner, West Virginia State Police, and Marshall University Forensic Science Center. This initiative reduced the average time from autopsy to identification for DNA-based cases from up to 984 days down to 111 days.

The Center for Threat Preparedness played a key role during two severe flood events in 2025 by delivering essential supplies and providing vaccinations across affected counties.

Looking ahead, DH will focus on leading the Rural Health Transformation Program (RHTP), which could bring more than $500 million into West Virginia’s rural healthcare system. Governor Patrick Morrisey has set priorities for this initiative that include addressing provider shortages, workforce development, economic growth, technological advancement, and personal health.

“I want to thank Governor Morrisey for this opportunity to lead this incredible department,” said Secretary Singh. “Every day, I see the effort our people put in to help make a true difference in the life of every West Virginian. I commend them for their unwavering dedication to public health. Without them, none of these accomplishments would be possible.”
